President Noynoy Aquino recently signed Proclamation No. 154 declaring the 150th birthday of Dr. Jose Rizal as a Non-Working Holiday.  Jose Rizal is the Philippines’ National Hero.  Rizal’s birthday is actually on June 19 which is a Sunday.  The National Historical Institute requested the President that it be celebrated on a Monday to give Filipinos an opportunity to commemorate the event with more appropriate ceremonies.  Below is a copy of Proclamation No. 154.
